Directive Principles of the State Policy
Ø DPSP is the principle of State Policy.
Ø DPSP is the distinctive article of the
Constitution (Article 9,24 sections)
Ø DPSP
is an instrument which directs the government to keep the welfare of the people
in mind while formulating policies and the programs.
Ø They are important in ensuring good
governance.
Ø Their principle is adopted to help the
citizens to lead a happy and peaceful life.
According to Dr.B.R.Ambedkar,
“They are instructions to the legislature and executive, whosoever captures
power, will not be free to do what he or she likes, in the exercise of it, will
have to respect these instruments of instructions.”
Classification of DPSP
As per Article 9 of the
constitution of Bhutan, there are 24 sections which have been classified into
four categories as follows:
i)
Social Sphere:( which ensures the social well-being of the
people)
Ø The State shall avoid discrimination,
violence, exploitation of women and children.
Ø The State shall protect the human rights,
dignity, fundamental rights, freedom and justice.
Ø The State shall provide free education, free
health services and other public facilities.
ii)
Cultural and Spiritual Sphere (which ensure the cultural and spiritual
promotion of the people)
Ø The State shall promote Buddhism, values, arts
and sciences.
Ø The state shall encourage free
participation in the cultural life of the community, promote the arts and
science and foster technological innovations
iii)
Economic Sphere:(which ensures the economic
progress)
Ø The State shall develop telephonic,
electronic, communication and transportation facilities.
Ø The State shall avoid inequalities of income,
concentration of wealth, etc.
Ø The State shall encourage the equal
distribution of resources in all the Dzongkhags for development.
Ø The state shall encourage private sector
development.
Ø The state shall ensure the right to leisure,
including reasonable limitation of working hours and periodic holidays with
pay.
iv)
International Sphere:(which ensure the promotion of international
relations)
Ø The state shall promote goodwill, cooperation,
international relation and peace and security.
Ø The State shall respect international law and
treaty.
Significance of DPSP:
Ø Ensure the Gross National Happiness is being
promoted.
Ø Ensure the sovereignty of Bhutan by fostering
goodwill and cooperation with nations and settling international disputes by
peaceful means.
Ø Promote justice, liberty and cooperation to
the people.
Ø Prohibit the government the malpractices while
framing policies and programmes.
Ø Eliminate inequalities of opportunity and
income of the people.
Ø Protect women and children from the
exploitation.
Ø DPSP act as an apparatus for measuring the
performance of the government. This means it become a checklist for the
government to see if they are performing well in line with the principles
